The Confederation of Central Government Employees and Workers (CCGEW) staged a
one-day strike on Tuesday demanding fulfilment of its 15-point charter of
demands. The major demands include setting up of a seventh Central Pay
Commission (CPC), rectification of anomalies, merger of dearness allowance with
basic pay from January 1, 2011,
grant of transport allowances for all field persons, regularisation of daily
wage employees and revision of tour TA and DA.
Except Defence and Railway
service, employees of all the Central Government services didn’t join in the
work and went on strike protesting the anti-employee and anti-labour policies
of the Government. The dawn to dusk strike completely paralysed the Central
Government offices across the State, said CCGEW Odisha State Branch organising Secretary
Bruhaspati Samal.
The CCGEW alleged that the wage
structure recommended by the sixth CPC has totally smashed the existing
relativities, which is not acceptable. Another important aspect of pay revision
is the merger of DA as Dearness Pay. The fifth CPC had merged 98 per cent DA
which was then admissible and recommended that as and when the DA increase of
50 per cent takes place, it should be merged with the pay. But the sixth CPC
has undone this achievement and rather snatched away this benefit for reasons
which are totally absurd.
According to Samal, while as many
as 3 lakh Gramin Dak Sewaks who are directly responsible for effecting postal
services door to door have been neglected since pre-Independence era, the
Government is quite adamant on offering them the status and pension at par with
regular employees The continuous downsising and outsourcing of the Central
Government establishments have posed a threat of privatisation which is
strongly opposed by the employees, he added.
